Update:
I have an iphone 5s with 9.1 installed, and I tried the following
1. Connect to WiFi
2. Start Safari, browse to
http://192.168.1.1:2000This then streams the Traffic messages to Safari, so this is what should happen

This means that the iPhone is able to connect to the Socket on PilotAware and read the traffic data
