The owner of that ground station is a developer, and has an app for paragliding EC.

In that flavour of EC, where EC is used for tracking and retrieve after cross country flying, the Bus_van or any other retrieve vehicle as a slightly different profile within the app.

Not sure how the retrieve vehicle is getting into the system, it may be a FANET beacon or via mobile broadband, like SafeSky, or any of the PG apps.
